New listing modifier: V

The modifier V (vicinity) denotes that a building may be moved a couple meters away, but it should stay in the same area. This allows buildings to be listed for their location, without removing the flexibility if a building needs to be moved for a street extension.

This seems overly complicated for simply moving a building.

While I appreciate the intent to provide flexibility, the 'V' modifier seems unnecessarily convoluted. A simple note about potential relocation would suffice.
