There are not enough schools, a problem which has been plaguing the city for ages. Rapid expansion in the south (
Rochester) and north (
Brimpton and
Harrow Hill) have made the situation worse - thus the city council has been working out a solution. The city will build standardized schools wherever needed, based on population and distance. All schools will be paid for half by the city and the rest by the boroughs.
