New Property Register Rules for Railways

The Department of Nature and Structures has put forward a new rule for property registrations for railways due to the recent developments with OBRC and PRG. All railway tracks must now be registered in the official property registry as "Transport Rails". Underground tracks are excluded, except when they run not underground - for example at Metrosys Blakefield Depot. Rails can only be registered when their base is already built, so called "preallocation" is not possible.

While I applaud the clarity brought by these new rules, I do wonder about the practicality of requiring the base to be built before registration. Surely there are instances where pre-planning is essential?

I think Ms. Quinn raises a valid point! Surely there must be some room for flexibility in cases where pre-planning is necessary.
