O'brookes is buying

Sand baron and newly rich Neal O'brookes has just aquired land from the Pilebrook Borough: The estern half large, newly filled in parcel between the easternmost allocated but not yet built Rochester-block and the borough's bounds to the west. The entrepreneur plans to build a railway terminal for his innovative railway project as well as a storage and market facility for his goods.
