The area covering St. Mildreth‘s Parish was long uninhabited due to the wetlands covering the land. With the construction of Harrow Hill Train Station, the swamp was mostly drained. This enabled the development of the area, with the first buildings being constructed in the early 1890‘s. The Borough got its name from St. Mildreth‘s chapel which stood Mildreth‘s Hill in what is now Tyleka. The chapel burned down in 1864, but despite moving to Blethergate Rookery, the land still belonged to the evangelical community. In 1897, Inverportshire bought the land to build accommodations for wharf workers. The area would later be known for its boulevard and its diverse foreign community.
